fix(ui): Mobile-Layout für Tour, Header, Toolbars und Dialoge

Onboarding-Tooltip bleibt im Viewport; PWA-Banner während Tour aus.
Kopfzeilen, Listen-Toolbars, Link-Zeilen und Modals für iPhone optimiert.
