feat: Gezeiten über BSH-OGC-API mit Stations-Suche

Amtliche BSH-Wasserstandsvorhersage ersetzt Open-Meteo als Primärquelle;
nächster Pegel per Haversine, Open-Meteo nur außerhalb 75 km Reichweite.
