feat(weather): OWM-Fallback über Server-.env wenn kein User-Key

Wetter-Proxy auf /api/weather/current nutzt optionalen Nutzer-Key aus
den Einstellungen, sonst OpenWeatherMapAPIKey aus der Umgebung.
